Grudge Match: Steel vs Lex Luthor

I thought about what would happen if Lex Luthor (in his armor) fought Steel. In my opinion, Steel would win because Steel's armor is better (I think). Luthor is really smart but not smarter in that kind of technology. If he was, I'm sure that he would go all out on Superman and Luthor can't hang. Still it would be a great fight to see. I still think Steel would beat Luthor out of his armor.
